Use eyeliner(either pencil, or I prefer a small angled brush slightly dampened and dabbed in powder eyeshadow in the color of your choice) Focus more on the outside corner of your eyes. Both on the top and bottom.Bring the liner out a little extra on the top lid like cleopatra- but not so dramatic. Make sure to always curl your lashes and use two coats of mascara. Also, if you place a bit of light shimmery shadow on the inner corner of the eye it will brighten the look.

use blue eye liner.

brown makes your eyes look smaller, then black makes bigger, grey even better and blue is perfect, also use a highlighter on your eyes.

hope it helps:)

Line your upper eyelids with a black liquid eyeliner (starting at the inner corner and gradually becoming thicker towards the outer corner). Apply a couple coats of black mascara.. To really make your eyes pop after that, you can line your bottom rims with a white eyeliner pencil. ;)
The more heavy makeup you use, the smaller your eyes will look. DON'T line your eyes with black eyeliner. Especially the insides. Try to find a light, sparkly color (like white or fleshy color) and line your entire eyes with it. It will make them pop. Put a white or gold or some kind of shimmer in your inner corners. Even wearing mascara on your bottom lashes make them seem smaller. If you have to wear mascara, at least find a dark brown instead of black so it doesn't look too heavy.
