OHHHHHHHH...black eyeS, i thought you meant A black EYE lol In that case, it depends on how dramatic you want your look to be. If you want a day time look, I would suggest natural/neutral colors brown, beige, even golds tones. well if u got a black eye put alot of foundation over it and then put a light blush that is powered and if u have black eyes u light eyeshodows

Try putting on a lighter color an the tops of your eye lids and outline your eyes with a colored eyeliner like blue or pink...

I wouldn't recommend mascara, it makes your eyes look bigger. A color eyeliner, fitting to the clothes you wear, and a light white shadow under the eyebrows would make you look natural and soft.
prehaps you can try the black eye liner... or the contact lens (i'm using it)
Green eyeliner, or shadow would really make your eyes pop!
your eyes sound pretty provocative as they are. Dark brown almost black eyes suit almost every eyeshadow color; they're rather versatile (although i don't recommend frosty light shades as they can be too contrasty and won't look too good). put more emphasis on your eyes by curling your lashes and applying mascara
