I have black short hair with flourescent red streaks and find a purple'ish red shadow works. Or body shop's ';golden paprika'; eye shimmer.

First get rid of that drastic two toned hair. Grey, green and purple shadows would be nice with some black or navy blue liner. Not too much on the color, just on the lids or creases, and do the brow bone with a shimmery white, or beige
For blue/grey eyes, you're supposed to wear blueish colors to bring out the color of your eyes, but since you have red in your hair it might clash.
So, i suppose just go for black, smokey eyes and either just lip gloss or a dark purple-reddish colour for the lips.
Though, since you have hair dyed an unnatural colour [i'm assuming you meant a bright red] you can pretty much get away with any colours you want.... xD
